West Bengal Digital Ration Card: Apply Online, Status Check, Download e-Ration Card

West Bengal stands apart from every other state in India in three important ways. First, it issues fully digital ration cards only, and no physical card exists. Second, it runs its own state food security scheme called Khadya Sathi, launched on 27 January 2016, which covers nearly 90 per cent of the population with free food grains. Third, it has two unique state-funded card categories called RKSY-I and RKSY-II (Rajya Khadya Suraksha Yojana) for families not covered under the central NFSA lists.

All Six Card Categories in West Bengal Explained

West Bengal issues six types of ration cards. Three fall under the central NFSA, and three are state-specific:

Antyodaya Anna Yojana (AAY)

For the poorest households with no stable income, including landless labourers, widows, the elderly with no support, and disabled persons. Each AAY household receives 21 kg of rice and 14 kg of wheat or 13.3 kg of fortified atta per family per month at subsidised rates, regardless of family size. Under the Khadya Sathi scheme, these grains are currently provided free of cost.

Priority Household (PHH)

For households falling within the state-defined poverty line under NFSA 2013. Each PHH member receives 3 kg of rice and 2 kg of wheat or 1.9 kg of fortified atta per month at subsidised rates, currently provided free under Khadya Sathi.

State Priority Household (SPHH)

For households that face severe financial hardship or health issues but were not included in the initial PHH listing. SPHH cardholders receive the same entitlement as PHH members, 5 kg of food grains per person per month, currently free under Khadya Sathi. This ensures vulnerable groups missed in the central NFSA list are still covered.

RKSY-I (Rajya Khadya Suraksha Yojana – I)

A state-funded scheme for residents who are eligible for food subsidies but could not be included in the central NFSA lists due to coverage limits. Each RKSY-I member receives 5 kg of rice per month. Note: RKSY-I cardholders can use the ONORC portability within West Bengal only, not in other states.

RKSY-II (Rajya Khadya Suraksha Yojana – II)

For families not covered under AAY, PHH, SPHH, or RKSY-I but still requiring access to subsidised food grains. Each RKSY-II member receives 2 kg of rice per month. Like RKSY-I, portability is restricted to within West Bengal only under ONORC.

Non-Subsidised Ration Card

For households above the income threshold for any subsidised category. No food grain entitlement is provided. This card is primarily used as proof of identity and address for government services.

Khadya Sathi Scheme

The Khadya Sathi scheme was launched by the West Bengal Government on 27 January 2016. Its goal is to ensure food security for approximately 90 per cent of the state’s population under the motto “Food for All”. The scheme covers both NFSA beneficiaries (AAY, PHH, SPHH) and state-funded beneficiaries (RKSY-I, RKSY-II). Under this scheme, food grains are currently distributed free of cost at Fair Price Shops across the state.

Duare Ration

Duare Ration, meaning Ration at Your Doorstep in Bengali, is a home delivery initiative under the West Bengal Public Distribution System (WBPDS). Under this scheme, Fair Price Shop dealers deliver the monthly food grain entitlement directly to the homes of eligible beneficiaries instead of requiring them to visit the shop. This initiative is especially beneficial for elderly, disabled, and seriously ill beneficiaries who cannot physically visit the FPS. Who Can Apply for a Ration Card in West Bengal

  • Must be a permanent resident of West Bengal with valid address proof.
  • Must have an Aadhaar card with a linked mobile number for OTP-based login.
  • No member of the household should already hold a digital ration card in West Bengal.
  • Applicants with old paper-based ration cards can apply for a digital ration card without any member currently holding a digital card.

Applying Online Through the Food Department Portal

Step 1: Go to food.wb.gov.in and scroll down to the Special Services section. Click on “Apply for New Ration Card”.

Step 2: Select “For New Applicant”. Enter your Aadhaar-linked mobile number and click “Get OTP”. Enter the OTP received and click Validate to log in.

Step 3: Select the appropriate form based on your requirement. Use Form 3 for a new family with no digital ration card. Use Form 4 to add left-out members to an existing family card.

Step 4: Fill in the application form with your personal details, all family member information, address, and income details. Enter Aadhaar numbers for all members above 5 years and birth certificate details for those below 5 years.

Step 5: Upload scanned copies of all required documents in the specified format.

Step 6: Review all entries carefully. Click “Save and View Application” to verify. Once satisfied, submit the form.

Step 7: Note down the Application Reference Number displayed after submission. This is needed to track your status.

After submission, the department verifies your Aadhaar, address, and eligibility. On approval, your digital ration card is generated and linked to your nearest Fair Price Shop.

Applying Offline at the Food Department Office

Step 1: Visit your nearest local Food Department office or District Food and Supplies Controller’s office.

Step 2: Collect the appropriate application form. Form 3 is for new families and Form 4 is for adding left-out members. Forms are also available for download at food.wb.gov.in under the Forms and Applications section.

Step 3: Fill in the form clearly with all family details, Aadhaar numbers, and address information.

Step 4: Attach self-attested photocopies of all required documents and submit at the office counter. Collect the acknowledgement slip with your reference number.

Step 5: After verification, your digital ration card will be generated and you will be notified on your registered mobile number. You can also apply through your nearest Common Service Centre (CSC). Find the nearest one at locator.csccloud.in.

Checking Application Status

Step 1: Go to wbpds.wb.gov.in/rcmsnew/Citizen/CheckApplicationStatus.

Step 2: Enter your Application Reference Number received at the time of submission.

Step 3: Your current application status with date will be displayed on screen, showing whether it is pending, under verification, approved, or rejected.

If your application was submitted before the portal was updated, click “Check Old Application Status” on the same page.

Downloading the e-Ration Card

West Bengal issues only digital ration cards. There is no physical card. The e-ration card is your official document for collecting food grains at the Fair Price Shop.

Step 1: Go to food.wb.gov.in and log in using your Aadhaar-linked mobile number and OTP.

Step 2: After logging in, go to “Know Your Ration Card” or the card details section.

Step 3: Your digital ration card details will appear, including your name, card category, tagged FPS, address, and linked mobile number. Download or print the e-ration card PDF from here.

Checking the District-wise Beneficiary List

Step 1: Visit wbpds.wb.gov.in.

Step 2: Click on the Ration Card Count by District link to view district-wise card counts.

Step 3: On food.wb.gov.in, use the FPS and beneficiary search to find the list for your area by selecting your district, block or municipality, gram panchayat or ward, and FPS name.

Key Modifications and Forms

All modifications to an existing ration card are done online through food.wb.gov.in using OTP login. The key forms available are:

  • Form 3U – Correction of name
  • Form 4R – Addition of a new family member
  • Form 5R – Address change or correction
  • Form 6R – Change of ration shop (FPS)
  • Form 7 – Surrender of ration card (death, transfer out of state)
