Smart Card Categories in Tamil Nadu
Tamil Nadu issues Smart Ration Cards under two broad groups: Priority Household (PHH) and Non-Priority Household (NPHH). Within each, there are further sub-types based on the commodity the household opts to draw:
PHH Rice Card (PHHRICE)
For families below the poverty line who opt for rice as their primary commodity. These cardholders receive rice, wheat, sugar, kerosene, palm oil, tur dal, and urad dal at heavily subsidised rates every month from their assigned Fair Price Shop.
PHH-AAY Card (PHHA)
For the poorest households identified under the Antyodaya Anna Yojana. PHHA cardholders receive 35 kg of rice per household per month along with all other commodities including sugar, kerosene, wheat, and oil. This is the highest entitlement in Tamil Nadu’s PDS. NPHH Sugar Card (NPHHS)

No Commodity Card (NPHHNC)
For households that do not draw any commodity from the PDS but require a ration card solely as a proof of identity and address for government schemes, education, or healthcare. No food grain entitlement is attached to this card.
What Makes Tamil Nadu’s PDS Unique

Applying for an Online Smart Ration Card at TNPDS
Step 1: Go to tnpds.gov.in. The portal opens in Tamil by default. Switch to English using the language selector at the top if needed.
Step 2: On the homepage, click on “Apply New Smart Card” under the Smart Card Application Services section on the right side of the page. You can also go directly to tnpds.gov.in/register-a-card.
Step 3: Enter the Aadhaar number of the head of the family and the mobile number linked to that Aadhaar. Enter the OTP received on the registered mobile and the captcha displayed. Click Submit.
Step 4: Fill in the complete application form with details for all family members, including name, age, relation, and Aadhaar number for each member. Enter your address and select your preferred card category (PHH or NPHH).
Step 5: Upload the required documents in the accepted file format. Make sure the photograph is under 10 KB in PNG, GIF, JPEG, or JPG format.
Step 6: Review all entered details carefully. Click Submit to finalise the application.
Step 7: A Reference Number is generated after submission. Save this number as it is required to track your application status and collect the Smart Card.
After submission, a field verification is carried out by the district food department. On approval, the Smart Ration Card is issued digitally and linked to your nearest Fair Price Shop.
Applying Through Arasu e-Sevai Centre
If you prefer not to apply online yourself, visit your nearest Arasu e-Sevai Centre (formerly known as Common Service Centre in Tamil Nadu). The operator will fill and submit the Smart Card application on your behalf. Carry originals and photocopies of all required documents. A nominal service fee may be charged. You can also apply through any district CSC.
For offline applications, visit your nearest ration shop (Fair Price Shop), collect the application form, fill it with all required details, attach self-attested copies of documents, and submit it to the concerned Civil Supplies office. A reference number will be issued for tracking.
Tracking Your Application Status
Step 1: Go to tnpds.gov.in/register-a-card-status.
Step 2: Enter your Smart Card Application Reference Number in the field provided. You can also enter your Aadhaar number linked to TNPDS as an alternative.
Step 3: Click Submit. Your current application status, including whether it is under verification, approved, or rejected, will be shown on screen along with the relevant date.
Downloading Your TNPDS Smart Ration Card
Step 1: Visit tnpds.gov.in and click on “Beneficiary” from the top menu.
Step 2: Enter your registered mobile number and click to receive an OTP. Enter the OTP to log in to your TNPDS beneficiary profile.
Step 3: After logging in, select “Smart Card Print” from the available options. Choose your preferred language (Tamil or English).
Step 4: Click “Save” to download the Smart Ration Card as a PDF. This digital card is your official ration entitlement document and is accepted at all Fair Price Shops in Tamil Nadu.
The Smart Card can also be downloaded through DigiLocker by searching for the Civil Supplies and Consumer Protection Department, Government of Tamil Nadu, and fetching the card using your registered Aadhaar number.
Making Changes to the Smart Card
All amendments to an existing Smart Card are done online at tnpds.gov.in by logging in with your registered mobile number and OTP. The following changes can be made:
- Correction of name, age, or address (minor changes)
- Addition of a new family member (Form 4R equivalent online)
- Removal of a deceased or separated family member
- Change of head of family
- Change of Fair Price Shop due to relocation or family split
- Conversion from NPHH to PHH or between sub-categories
- Surrender of Smart Card on the death of the sole member or migration to another state
Log in to your beneficiary account, select “Amend Card”, choose the type of change, fill in the required details, upload supporting documents, and submit. A reference number is generated for each modification request. You can track its status on the same portal.
Aadhaar Linking and e-KYC
Every family member listed on a Tamil Nadu Smart Ration Card must have their Aadhaar number linked to the card. Biometric authentication using fingerprint or iris scan on the ePoS machine at the Fair Price Shop is mandatory before food grains are issued each month. If any member’s Aadhaar is not seeded or e-KYC is pending, that member’s entitlement may be withheld at the FPS.
