The Department of Food, Civil Supplies and Consumer Affairs, Government of Karnataka, manages all Ration Card services through the Ahara portal. The official address for this portal is ahara.karnataka.gov.in. If you have been searching for ahara.kar.nic.in, that old domain now redirects to the same portal. All services, including application status, ration card download, DBT payment tracking, e-KYC, and grievances, are available here.
Karnataka has made an important change to how new ration cards are applied for. The direct application option that previously existed on the Ahara portal has been removed. Applications are now routed differently based on the card category you need. For APL or NPHH cards, you apply through the Seva Sindhu portal. For BPL, PHH, and AAY cards, you apply through a Janaseva centre or your nearest Fair Price Shop. This split-channel system makes Karnataka’s process different from every other state covered in this series.
Another feature exclusive to Karnataka is the Annabhagya Scheme, a state-funded food programme that provides an additional 5 kg of free rice per person per month to BPL and AAY families over and above the 5 kg they receive under NFSA. When distribution is temporarily disrupted, the government transfers the cash equivalent directly to bank accounts through DBT at Rs 34 per kg. The full 10 kg rice distribution resumed from February 2025.

Card Categories Issued in Karnataka
Antyodaya Anna Yojana (AAY)
Reserved for the most economically vulnerable households, including those with an annual income below Rs 15,000. Landless labourers, widows without income, elderly persons above 65 with no support, and households with no stable occupation fall under this category. Under NFSA, AAY families receive 35 kg of food grains per household per month. Under the Annabhagya Scheme, each member additionally receives 5 kg of free rice, taking the total monthly rice entitlement significantly higher than any other state.
Priority Household (PHH)
For households living below the poverty line with an annual income not exceeding Rs 1,20,000. PHH cardholders receive 5 kg of food grains per member per month under NFSA at subsidised rates. Under Annabhagya, they receive an additional 5 kg of free rice per person per month, making the effective rice entitlement 10 kg per person.
Annapurna Yojana (AY)
A special Karnataka state scheme for senior citizens aged 65 years and above who are destitute and do not receive support from family or any government pension. AY cardholders receive 10 kg of food grains per month free of cost. This category is unique to Karnataka and does not exist in most other states.
Non-Priority Household (NPHH)
For households above the poverty line that do not qualify for food subsidy under NFSA. NPHH cards carry no food grain entitlement from the PDS. They are valid documents for identity and address proof and provide access to various government schemes that require a ration card as a supporting document.
The Annabhagya Scheme: What You Must Know
The Annabhagya Scheme is Karnataka’s flagship food security programme for BPL and AAY households. Each eligible person receives 10 kg of rice per month under the scheme: 5 kg from the central NFSA allocation and 5 kg contributed by the state government. The aim is to ensure that no BPL family in Karnataka has to purchase rice at market price.
When the state faces procurement challenges and cannot supply the additional 5 kg in kind, it transfers the cash equivalent directly to the registered bank accounts of beneficiaries through Direct Benefit Transfer (DBT) at Rs 34 per kg. To check whether your DBT payment has been credited, use the DBT Status feature on the Ahara portal, described later in this guide.
