Bihar CM Complaint: Lok Shikayat Registration, Appeal & Status Check

The Government of Bihar gave citizens a legally enforceable right to get their grievances resolved within a fixed time limit through the Bihar Lok Shikayat Nivaran Adhikar Adhiniyam 2015 (Bihar Public Grievance Redressal Rights Act 2015). This Act was notified on 28 August 2015 and came into effect across Bihar from 6 June 2015. The rules under the Act were notified on 22 January 2016. In Bihar, a grievance filed under this Act is officially called a Parivad, not a complaint.

The entire system runs through the official portal lokshikayat.bihar.gov.in, managed by the Bihar Public Grievance Redressal Authority (BRPGRA). Citizens can file a Parivad online, submit First and Second Appeals online, track status using a unique Parivad number, and download the final decision copy (Webcopy). Bihar’s grievance system has two features that are genuinely distinct from most other states. First, the penalty for a defaulting officer is recovered directly from their salary – not from the government treasury. Second, the entire system from Parivad filing to Second Appeal operates within a maximum of 60 working days, and each stage has its own defined time limit. Bihar also allows filing a Parivad from Bihar Bhawan in New Delhi and from Panchayat Sarkar Bhawans across the state.

What a Parivad Is and Who Can File It

Under the Bihar Lok Shikayat Nivaran Adhikar Adhiniyam 2015, any citizen of Bihar – individually or as a group – can file a Parivad. There is no minimum age requirement, no registration fee, and no requirement to hire a lawyer or agent.

A Parivad can be filed about any scheme, programme, or service run by the Bihar state government where:

  • A benefit or relief you are entitled to has not been provided
  • There has been a delay in providing such benefit or relief
  • A public authority has failed to perform its duties
  • A state law, policy, service, programme, or scheme has been violated by a public authority

What You Can Complain About

Common categories of Parivads filed under the BRPGRA include:

  • Ration card issues (new application not processed, name missing from the list, FPS not distributing ration, card correction)
  • Land records, dakhil-kharij (mutation), lagan receipt, and jamabandi
  • Pension schemes not paid (old age, widow, disability, social security)
  • MNREGA wages not paid or job card issues
  • Pradhan Mantri Awas Yojana or the state housing scheme benefits have not been received
  • State government hospital services and medicines
  • Scholarships and education department issues under state schemes
  • Welfare scheme benefits are not received by SC/ST/OBC/EBC families
  • Drinking water and electricity supply complaints against state utilities
  • Government officers not responding or refusing to perform their duty

What Cannot Be Filed as a Parivad

The Act specifically excludes four categories from Parivad jurisdiction:

  • Service matters of a government employee, whether currently serving or retired
  • Matters where a court or tribunal already has jurisdiction (sub-judice matters)
  • Matters covered under the Right to Information Act 2005 – file these with the department’s Public Information Officer
  • Services already notified under the Bihar Right to Public Service Act 2011 – these have their own separate redressal mechanism

One Parivad, One Department: The Single-Issue Rule

Bihar’s Act has a unique rule: each Parivad application can contain only one claim for benefit or relief, related to only one department or public authority. If you have grievances against two different departments – for example, one against the food department for a ration card and another against the revenue department for land mutation – you must file two separate Parivad applications. Filing both in a single application will result in only one being considered.

  • Your name, complete address, and mobile or phone number
  • Aadhaar Card number (not mandatory but recommended for faster processing)
  • Email ID (not mandatory but useful for receiving electronic acknowledgements)

Filing a Parivad Online

Step 1: Go to lokshikayat.bihar.gov.in/onlinegrivance.aspx to open the online Parivad registration form directly.

Step 3: Select the department your Parivad relates to from the list. Then describe the issue clearly – what benefit or service you were entitled to, what happened, and what resolution you expect. Keep it factual and specific.

Step 4: You can upload supporting documents at this stage or choose to present them during the personal hearing. Uploading documents upfront often speeds up resolution.

Step 5: Submit the form. A unique Parivad Ananya Sankhya (Unique Parivad Number) is generated, and a Praroop-2 acknowledgement is issued. The acknowledgement states the first date fixed for the hearing and resolution. Save this number – it is required for all future tracking, appeals, and downloading the final decision copy.

Filing a Parivad Offline

You can also file a Parivad in person or by post:

In person at the office: Visit the Sub-Divisional Lok Shikayat Nivaran Padhikaari (Sub-Divisional PGRO) or the District Lok Shikayat Nivaran Padhikaari (District PGRO) office in your area. The list of all Sub-Divisional PGROs is at lokshikayat.bihar.gov.in (Sub-divisional PGRO list) and District PGROs at lokshikayat.bihar.gov.in (District PGRO list).

Application format: Fill Praroop-1 (Form 1), available at the PGRO office. You can also write on plain paper with your name, address, mobile number, email, Aadhaar Card number, and the specific details of your Parivad.

By post: Send the filled Praroop-1 or a plain-paper application by post to the Sub-Divisional or District PGRO office for your area.

Via Panchayat Sarkar Bhawan: File online from your nearest Panchayat Sarkar Bhawan at lokshikayat.bihar.gov.in/panchayat_verify.aspx.

Filing Through the Jan Samadhan App

What Happens After You File a Complaint

After receiving your Parivad, the PGRO gives you a formal hearing opportunity within the prescribed time limit. During the hearing, you can present documentary evidence in support of your claim. The PGRO also examines records submitted by the concerned public servant. After giving both sides a fair hearing, the PGRO passes a written decision (Vinishchay) in Praroop-3 and communicates it to you.

If your Parivad is accidentally filed in the wrong PGRO’s jurisdiction, that PGRO transfers it to the correct authority within 7 days and notifies you of the transfer.

Tracking Your Parivad Status

Step 1: Go to lokshikayat.bihar.gov.in. On the homepage, find the “परिवाद/अपील/पुनरीक्षण की स्थिति जाने” (Know Parivad/Appeal/Revision Status) section.

Step 2: Enter your Parivad Ananya Sankhya (Unique Number) in the field provided.

Step 3: Enter the captcha code and click search. The current status of your Parivad, including the stage it is at, the hearing date, and the decision (if passed) will appear on screen.

Downloading the Final Decision Webcopy

After the PGRO passes the final decision on your Parivad, you can download the official Webcopy of the decision from lokshikayat.bihar.gov.in/Download_webcopy.aspx. Enter your Parivad number to retrieve and download the digitally issued decision document. This Webcopy is an official record of the PGRO’s Vinishchay and can be used in subsequent appeals.

Filing a First Appeal

If you are not satisfied with the PGRO’s decision, or if the PGRO did not provide you a hearing within the prescribed time, you can file a First Appeal before the First Appellate Authority.

Time limit: First Appeal must be filed within 30 days of the PGRO’s decision or from the expiry of the PGRO’s time limit. The First Appellate Authority can accept appeals filed up to 45 days if there is a sufficient reason for the delay.

How to file: Go to lokshikayat.bihar.gov.in/Appealonlinegrivance.aspx and select First Appeal. Enter your original Parivad number, describe the grounds for appeal, and submit. You can also file in person at the District PGRO office.

What happens: The First Appellate Authority either directs the PGRO to hear and resolve the matter within a specified time or dismisses the appeal after giving you a hearing.

Filing a Second Appeal

If the First Appellate Authority’s decision is also unsatisfactory, or if the PGRO fails to comply with the First Appellate Authority’s directions, you can file a Second Appeal before the Second Appellate Authority.

Time limit: Second Appeal must be filed within 30 days of the First Appellate Authority’s decision. The Second Appellate Authority can accept appeals filed up to 45 days with a sufficient reason.

Penalty power at Second Appeal: If the Second Appellate Authority finds that the PGRO or First Appellate Authority failed to provide a hearing and resolution without sufficient cause, it can impose a penalty of Rs 500 to Rs 5,000 on the defaulting officer. This penalty is recovered from the officer’s salary, not from the government treasury. The Second Appellate Authority can also recommend departmental action against the officer under applicable service rules.

Revision After Second Appeal

If you are aggrieved by the Second Appellate Authority’s order specifically on the penalty decision, the concerned officer (not the citizen) can file a Revision petition before the Revision Authority within 60 days of the Second Appellate Authority’s decision, extendable to 75 days with sufficient cause. Citizens who have exhausted all three levels without satisfactory resolution can approach the High Court.
