The Department of Food, Civil Supplies and Consumer Affairs (FCSCA), Government of Jammu and Kashmir, manages ration card and Public Distribution System (PDS) services across the Union Territory. The department functions under the administration of the Lieutenant Governor and operates through separate directorates for the Jammu and Kashmir divisions.
Most citizen services, including new ration card applications, member addition or deletion, transfer, surrender, and grievance registration, are now available through the J&K SMART-PDS Portal. Citizens can also use the RCMS Portal to access ration card reports, beneficiary details, and other public information.
Jammu and Kashmir follows the National Food Security Act (NFSA) along with its own Food Entitlement Scheme (JKFES). To understand how ration card rules, eligibility, and benefits differ across states, explore our Ration Card India Guide. If you want to collect your monthly ration while living or working outside J&K, read our guide on the One Nation One Ration Card (ONORC) Scheme.
What Makes J&K Ration Cards Different?
Along with the benefits available under the National Food Security Act (NFSA), Jammu and Kashmir also implements the Jammu and Kashmir Food Entitlement Scheme (JKFES). The scheme provides additional food grain support to eligible families with up to six members, increasing the total monthly entitlement beyond the standard NFSA allocation.
The JKFES has been in operation since 1 July 2016. Eligible beneficiaries receive additional food grains at notified subsidised rates of Rs 12 per kg for wheat, Rs 13 per kg for atta, and Rs 15 per kg for rice. The table below shows the combined monthly entitlement available under NFSA and JKFES.
| Family Size | NFSA Quota | JKFES Additional | Total per Month |
|---|---|---|---|
| 1 member | 5 kg | 5 kg | 10 kg |
| 2 members | 10 kg | 10 kg | 20 kg |
| 3 members | 15 kg | 15 kg | 30 kg |
| 4 members | 20 kg | 15 kg | 35 kg |
| 5 members | 25 kg | 10 kg | 35 kg |
| 6 members | 30 kg | 5 kg | 35 kg |
| 7 or more | 5 kg per member | Not Applicable | NFSA entitlement only |
Jammu and Kashmir also maintains separate toll-free helplines for the two administrative divisions. Residents of the Jammu Division can call 1800-180-7106, while residents of the Kashmir Division can call 1800-180-7011 for ration card and Public Distribution System (PDS) related assistance.
