The Right to Information Act, 2005 applies fully in Gujarat. The fee and procedure are governed by the Gujarat Right to Information (Regulation of Fee and Cost) Rules, 2005. Gujarat RTI Fee and Charges

The fee structure for RTI applications in Gujarat is prescribed under the Gujarat Right to Information (Regulation of Fee and Cost) Rules, 2005.

BPL applicants: Citizens holding a valid Below Poverty Line (BPL) certificate are exempt from paying the RTI application fee. A self-attested copy of the BPL certificate should be attached to the application.

Before filing an RTI application, identify whether the information is held by a Gujarat State Government authority or a Central Government authority. The controlling government—not the office location—decides where your RTI should be filed.

How to File RTI Online in Gujarat

The Government of Gujarat provides an official online RTI portal at onlinerti.gujarat.gov.in. You can use this portal to submit a new RTI application, pay the application fee, track its status and file a First Appeal online.

Step 1: Visit onlinerti.gujarat.gov.in and click “Citizen Login”.

Step 2: If you are a new user, click “New Registration”. Register using your mobile number or email address and complete OTP verification. Existing users can log in directly.

Step 3: After logging in, select “RTI Application” from the dashboard.

Step 4: Choose the concerned Government Department or Public Authority from the available list.

Step 5: Fill in your personal details and clearly write the information you want under the RTI Act. You may submit your application in Gujarati, Hindi or English.

Step 6: Upload supporting documents if they are required for your request.

Step 7: Pay the Rs. 20 RTI application fee using the available online payment options such as UPI, Net Banking or Debit Card.

Step 8: Submit the application. The portal will generate an acknowledgement or registration number. Save this number because it will be required to track your application and file an appeal later.

Step 9: You can log in anytime to check the application status, download replies, pay any additional fee (if requested by the PIO), or file a First Appeal through the same portal.

Can You File RTI in Gujarati?

Yes. You can submit an RTI application in Gujarati, Hindi or English. Public Information Officers (PIOs) cannot reject your application simply because it is written in Gujarati.

Using Gujarati is generally more convenient when seeking information from local authorities such as revenue offices, panchayats, municipalities and district-level government offices.

How to File RTI by Post in Gujarat

If the concerned department is not available on the online portal, you can submit your RTI application by post.

Step 1: Write your RTI application on plain paper in Gujarati, Hindi or English.

Step 2: Address the application to the Public Information Officer (PIO) of the concerned department or office.

Step 3: Attach the prescribed Rs. 20 application fee. BPL applicants should attach a self-attested copy of their valid BPL certificate instead of paying the fee.

Step 4: Keep a photocopy of your complete application and fee proof for future reference.

Step 5: Send the application through Speed Post or Registered Post to the concerned Public Information Officer.

Step 6: Keep the postal receipt safely. It will help you track delivery and will also be useful if you need to file a First Appeal later.

How to Submit an RTI Application in Person

You may also visit the office of the concerned Public Information Officer (PIO) and submit your RTI application personally.

Carry your completed application along with the prescribed fee. If you pay the fee in cash, collect an official receipt. Before leaving the office, ask for a receiving acknowledgement on your copy of the application and keep it safely for future reference.

Response Timeline in Gujarat

• 30 days: The Public Information Officer (PIO) must provide the requested information or issue a written rejection within 30 days of receiving your RTI application.
• 48 hours: If the information concerns the life or liberty of a person, it must be provided within 48 hours.
• 5-day transfer: If the application is sent to the wrong public authority, the PIO must transfer it to the correct authority within 5 days under Section 6(3) of the RTI Act.
• Additional fee: If extra copying charges are payable, the PIO will issue an intimation. The period between the fee intimation and your payment is excluded while calculating the 30-day response period.

First Appeal under Section 19(1)

If you do not receive a reply within the prescribed time or are not satisfied with the information provided by the Public Information Officer (PIO), you can file a First Appeal before the First Appellate Authority (FAA) of the same department.

• Time limit to file: Within 30 days from the date of receiving the PIO’s reply or from the expiry of the 30-day response period.
• Appeal fee: Rs. 20
• Decision by FAA: Normally within 30 days, extendable up to 45 days with recorded reasons.

Online First Appeal:

If you submitted your RTI application through onlinerti.gujarat.gov.in, log in to the same portal, open your RTI application, select the “First Appeal” option, complete the appeal form, pay the prescribed Rs. 20 fee online, and submit it.

Offline First Appeal:

If your RTI application was filed by post or in person, submit a written First Appeal to the designated First Appellate Authority of the same public authority. Attach copies of your RTI application, proof of fee payment, the PIO’s reply (if received), or proof that no reply was received. The prescribed Rs. 20 appeal fee should be paid through the accepted offline payment mode before submitting the appeal.

Second Appeal to the Gujarat Information Commission (GIC)

If you are not satisfied with the First Appellate Authority’s decision, or you do not receive any decision within the prescribed time, you can file a Second Appeal before the Gujarat Information Commission (GIC).

• Time limit: Within 90 days from the date of the First Appellate Authority’s order or from the expiry of the prescribed time for deciding the First Appeal.
• Appeal fee: No fee.

Online Second Appeal:

Visit the official Gujarat Information Commission website at gic.gujarat.gov.in. Log in to the online appeal system, complete the Second Appeal form, upload the required supporting documents, and submit your appeal electronically. You can also check the status of your appeal through the same portal.

Offline Second Appeal:

If you prefer to file your appeal offline, send a completed Second Appeal application along with all supporting documents to the Gujarat Information Commission by Speed Post or submit it in person at the Commission’s office.

Gujarat High Court RTI

The Gujarat High Court has a separate RTI mechanism from the Gujarat Government. RTI applications relating to the High Court and subordinate courts should be filed as per the procedure available on the official High Court RTI portal at gujarathighcourt.nic.in/rti.

You can seek information relating to the administrative functioning of the High Court under the RTI Act. However, certified copies of judgments, orders, decrees, and other judicial records are issued through the court’s certified copy procedure and not through an RTI application.

SWAGAT Portal and RTI: Know the Difference

The SWAGAT (State Wide Attention on Grievances by Application of Technology) portal is Gujarat Government’s online grievance redressal system. It is different from the RTI portal and is meant for resolving complaints about government services rather than providing information.

If you want copies of records, official documents, file notings, or other information, you should file an RTI application. If your complaint is about delayed services, inaction by a department, or poor public service, you should register a grievance on the SWAGAT Portal.
