The Department of Civil Supplies and Consumer Affairs, Government of Goa, manages ration card and Public Distribution System (PDS) services across all 12 talukas of the state. Citizens can apply for new ration cards, update family details, check beneficiary records, and access other food security services through the department.
Goa’s ration card system has several distinctive features, including an operational APL category, fortified rice distribution, and subsidised kerosene for eligible non-LPG households under the DBTK scheme. The department also follows time-bound service delivery standards for many ration card services. For assistance, citizens can contact the toll-free helplines 1967 or 1800-2330-022, or visit the official website at goacivilsupplies.gov.in.

Important Update: Goa Has Migrated to the SMART-PDS Portal
The Department of Civil Supplies and Consumer Affairs, Government of Goa, has migrated all online ration card services to the SMART-PDS Portal. Online services previously available through the NFSA portal have been discontinued. Citizens should now use the SMART-PDS portal for new ration card applications, member addition or deletion, transfer, surrender, and other ration card-related services.
The department has also clarified that ration card applications are now accepted through the online system. Senior citizens and applicants who need assistance can visit their nearest Civil Supplies Taluka Office, where officials help them complete the online application process.
What Makes Goa’s Ration Card System Different?
Goa’s Public Distribution System (PDS) includes several features that are less common in many other states. Along with NFSA categories such as Antyodaya Anna Yojana (AAY) and Priority Household (PHH), Goa also continues to issue APL (Above Poverty Line) ration cards to eligible households under the state’s notified income criteria.
The state also distributes fortified rice through the Public Distribution System. The rice is enriched with iron, folic acid, and vitamin B12 to help improve nutritional intake among beneficiaries.
Another distinctive feature relates to applicants who acquire Portuguese citizenship. When surrendering or cancelling a Ration Card on this ground, the department requires supporting documents, including a notarised copy of the Portuguese passport, as prescribed under the applicable rules.
Goa has also entrusted the Goa State Commission for Women with the powers and functions of the State Food Commission under the National Food Security Act (NFSA), making its institutional framework different from that of many other states.
Ration Card Categories in Goa
Antyodaya Anna Yojana (AAY): Issued to the poorest households. AAY cardholders receive 35 kg of fortified rice per card per month free of cost under PMGKAY. AAY families also receive 1 kg of sugar per ration card per month at Rs 13.50 per kg. There are 12,502 AAY ration cards in Goa.
Priority Household (PHH/BPL): Issued to households below the poverty threshold under NFSA. PHH members receive 5 kg of fortified rice per beneficiary per month, free of cost under PMGKAY.
Above Poverty Line (APL): Goa’s state-maintained category for households with annual income between Rs 50,000 and Rs 5,00,000. APL cardholders receive 12 kg of fortified rice per card per month at Rs 12.50 and 6 kg of wheat per card per month at Rs 10. Households with an annual income above Rs 5,00,000 are not eligible for any ration card in Goa.

This is the highest rice allocation per beneficiary of any Goa scheme, and it specifically targets complete social isolation as the qualifying criterion.
Kerosene for Non-LPG Households (DBTK Scheme)
Goa distributes subsidised kerosene through the Direct Benefit Transfer of Kerosene (DBTK) scheme exclusively to ration card holders who do not have an LPG connection. The department identified eligible beneficiaries by inviting applications from ration card holders without LPG. Currently, 12,864 non-LPG cardholders receive 10 litres of kerosene per card per month at a subsidised rate through fair price shops across the state.
