CM Connect is the Government of Meghalaya’s official citizen engagement and grievance redressal platform. Launched on 15 February 2024 by Chief Minister Conrad K. Sangma, it serves as a single point of contact for citizens to register grievances, seek information about government schemes and services, share feedback, and connect with the concerned departments.
Citizens can access CM Connect through multiple official channels. You can register a grievance or seek assistance by calling the toll-free helpline 1971 or 1800-3456-851, sending a WhatsApp message to 94363 94363, emailing cmconnect1971@outlook.com, or submitting an online grievance through the CM Connect portal available on MeghalayaONE. The government also provides support through its VDV Mobile Application and CM’s Block Community Interaction programme, ensuring citizens can reach the administration through both digital and offline channels.
According to the Government of Meghalaya, CM Connect is a “one-stop solution to address Grievances, Inquiries, Feedback and Citizen needs.” Every grievance is routed to the concerned department or field office for action. The platform is integrated with senior government officials across departments, district administrations and block offices, while analytics help the government identify recurring issues and improve service delivery.
Important: Earlier references to the MegPGRAMS portal are no longer relevant for citizens, as Meghalaya has shifted its public grievance mechanism to the CM Connect platform. If you want to submit a new complaint or track a grievance, use the official CM Connect channels instead of the discontinued MegPGRAMS portal.

What CM Connect Handles
CM Connect is designed to provide much more than complaint registration. Citizens can use it for the following official services:
- Register grievances and complaints related to any Meghalaya Government department, district administration, block office or public service.
- Obtain information about government schemes and services, including eligibility, application procedures and departmental assistance.
- Submit suggestions and feedback to help improve public services and governance.
- Escalate unresolved issues by routing complaints to the appropriate department or authority for further action.
What You Can Complain About
CM Connect accepts grievances, service-related complaints, suggestions, and feedback concerning departments and public authorities under the Government of Meghalaya. If you are facing delays, poor service, or any issue with a government office, you can report it through the official CM Connect channels.
Some of the most common complaints include:
- Ration Card issues such as delayed applications, correction requests, Fair Price Shop (FPS) problems, and ePoS machine failures.
- Revenue and land-related matters, including land records, mutation, and other revenue services.
- Non-payment or delays in government pension schemes, including old age, widow, and disability pensions.
- MGNREGS-related grievances such as unpaid wages, job card issues, or work allocation problems.
- Water supply, drinking water, sanitation, and electricity-related complaints.
- Government hospital, public health centre, medicine availability, and healthcare service issues.
- School education, scholarships, examinations, and other education-related grievances.
- Complaints regarding Block Development Offices (BDOs), District Administration, or other local government offices.
- Government officials not responding to applications, unnecessary delays, misconduct, or alleged demands for illegal gratification.
- Delay in issuing certificates, licences, permits, or any other government service.
- Suggestions, citizen feedback, or requests for information regarding Meghalaya Government schemes and services.
What Cannot Be Filed as a Grievance?
CM Connect is intended for public service delivery and government-related grievances. Certain categories of matters are outside its scope and should be pursued through the appropriate legal or statutory mechanism.
- Matters pending before a court of law (sub judice cases).
- Private disputes, including personal, matrimonial, family, or property disputes between individuals that do not involve government service delivery.
- Right to Information (RTI) requests. If you need official information or documents, submit an application under the RTI Act to the concerned Public Information Officer instead of using CM Connect.
- Issues relating to national security, sovereignty, territorial integrity of India, or matters affecting friendly relations with foreign countries.
Tip: Before submitting a complaint, ensure you have selected the correct department and provide complete details along with supporting documents or photographs wherever applicable. Clear information helps the concerned authority resolve your grievance more quickly.
